Undeterred, Montoya intensifies the game the following day, realizing the Caped Crusader's penchant for navigating the city's rooftops. Amid a thrilling car chase that tears through Gotham's streets, the police arrive only to find themselves outmaneuvered once more, as Batman slips seamlessly into the shadows.

Enter Bill O'Brian, our resident shutterbug, who captures the police's futile efforts in all their comedic glory, splashing the front pages with images of law enforcement left red-faced. Gotham PD becomes the butt of jokes, and the mayor's fury boils over, chastising Gordon in his office, while Harvey Dent adds fuel to the fire with a public rebuke.

Realizing the need for a drastic shift, Dr. Quinzel is summoned to shake up the stalemate. The team concludes that only a masked menace can provoke Batman into revealing himself. Bullock and Flass, weary of failure, make a bold move, unleashing none other than the notorious Firebug onto the unsuspecting city. The stage is set for a confrontation that will test the limits of both hero and villain.

The unauthorized transfer's revelation strikes Gordon like a bolt from the blue, his shock palpable as he comprehends the nefarious scheme hatched by the duo. Meanwhile, Firebug slips the noose effortlessly, exploiting the corrupt cops' orchestrated escape. He speeds towards an apartment complex, where he ignites a conflagration that threatens to engulf everything in its fiery grasp.

Batman, ever the guardian angel, dives into the inferno to rescue those trapped within, with Gordon and Montoya hot on his heels. In a parallel pursuit, Bullock and Flass find themselves in the neighboring edifice, their sights set on Firebug. Without hesitation, they unleash a hail of bullets, bringing Firebug's reign of terror to an abrupt end. As his lifeless body tumbles from the building's heights, O'Brian, with quick reflexes, captures the culprit's final moments in a haunting photograph.

Amidst the raging fire, which seems to devour the very fabric of the structure, Batman fearlessly confronts a swarm of armed guards, their machine guns spewing death in all directions. Miraculously, the innocent children within, mere seconds from tragedy, escape unscathed. With the blaze raging out of control, Gordon and Batman forge a daring escape route through the laundry chute, rescuing the trapped children amidst the chaos.

Gordon's fury burns deep, knowing full well that Bullock and Flass's hands are stained with this bloodshed. Yet, the media spins a different tale, painting a heroic narrative that elevates the corrupt cops to taskforce leaders, their deeds falsely celebrated. Jim, though hailed a hero for saving the children, finds himself merely a pawn in this twisted game, while the duo responsible for the chaos are rewarded with promotions.
