Episode 2 of Season 4 of FBI: International kicks off with the official induction of Wes as the team's new leader. With a solemn promise to synchronize with his team and stand by them through thick and thin, Wes sets the tone for a new chapter.
Meanwhile, in the bustling port city of Rotterdam, Netherlands, the American ambassador visits a prominent TV station, aiming to bolster his political image. Unexpectedly, a posse of men disguised as a delivery crew infiltrates the station and seizes everyone present, transforming it into a hostage crisis. The gang leader, with a chilling demeanor, announces their demand: a live feed to continue broadcasting and 40 million euros within the next eight hours. Failure to comply would lead to the gruesome slaughter of hostages.
The scene quickly attracts the local police and other law enforcement agencies, but their efforts are mired in jurisdictional disputes. Three hours later, the Fly team arrives on the scene, informed that the gang has taken 60 hostages. However, progress remains elusive as the law enforcement officers bicker amongst themselves.
Wes, sensing the urgency, promptly approaches Chief Constable Arjen Dekker, requesting permission to take charge and negotiate with the hijackers. In exchange, Arjen demands that the Fly team surrender their weapons as per protocol.
As the Fly team scrutinizes the live footage, initial suspicions fall on a conspiracy group. Arjen, after consulting with his superiors, gains approval to initiate contact. However, the gang leader remains steadfast, doubling down on his demands and abruptly ending the call.
Simultaneously, Raines uncovers a vital clue from the footage captured inside the station – a series of numbers etched on a hostage's combat boot. This lead trails back to Fred, who is entangled with a notorious drug lord named Clemens. Clemens, embroiled in the murder of his American girlfriend, is awaiting expedited deportation to the United States.
Raines and Smitty visit Clemens in prison, but he feigns ignorance, claiming a 23-hour lockdown and limited access to his lawyer. His lawyer's timely arrival further complicates matters, threatening to file a complaint against the agents for interviewing his client without his presence. Clemens refuses to cooperate unless offered a deal. Fortunately, Smitty orchestrates a dig into the letters Clemens sends to his mother. Decoding these letters, they uncover Clemens's secretive orchestration of criminal activities from behind bars.
Back at the TV station, tensions escalate as a hostage attempts an escape. Gunshots ring out, prompting the kidnappers to chase and brutally drag the hostage back. This harrowing incident forces Wes to intervene, urging Arjen to authorize the Fly team to storm the station. Wes boldly volunteers to take full responsibility if the mission fails. Vo, however, insists that Wes remain outside, offering support as the team breaches the station.
Utilizing a tunnel beneath the station, the Fly team infiltrates the premises. Inside, they find a perplexing scenario: the hostages are bound but unguarded. Further investigation leads them to discover the ambassador and the gang in a separate room. To their astonishment, the gang surrenders without a fight.
As Raines takes them into custody, he spots a laptop, but the gang members remain tight-lipped about their true motive. Moments later, the ambassador is secured and reveals that the gang sought information on the witness in Clemens's case. He, unfortunately, caved in and provided the information, fearing for the witness's life.
Wes springs into action, demanding to know the location of the witness's secure hiding place. He rushes to the house, arriving just in the nick of time, narrowly beating Clemens's men. Tragedy strikes as one cop is killed and another is wounded in the fierce confrontation.
Despite being unarmed, Wes manages to eliminate one of the assailants and takes Mila, the eyewitness, into his protective custody. It transpires that Mila, a resilient 14-year-old with a艰难的成长经历, had been fleeing from peril and chance upon Clemens in the act of murdering his girlfriend. Wes steers her to an underground train station, but their pursuer, the remaining attacker, closes in on them. A fierce knife battle erupts, leaving Wes wounded yet undeterred from safeguarding Mila and evading the adversary. He contacts Vo to update her, who insists on maintaining secrecy within their team's circle.
The deceased assailant in Wes's encounter at the house reveals himself as an ex-cop, hinting that Clemens might have infiltrators within the police station, rendering Arjen unreliable. The team reaches out to Clemens, pleading him to recall his man, but he declines, insisting that the Fly team clears his expedition.
Wes and Mila break into a residence, where the frightened homeowner, initially scared, agrees to assist them. While Mila stitches up Wes's wound, he sends Vo their location via a message. Mila opens her heart to Wes, sharing her past where her mother abused her partners. Wes reciprocates by recounting his experiences in foster care and adoption, fostering a deep connection between them.
Unfortunately, the homeowner betrays them by calling the police, and the attacker arrives ahead of the Fly team. Wes, ordering the two women to conceal themselves, confronts the hired assassin alone. His injury hampers his defensive capabilities, prompting Mila to intervene.
Fortunately, the Fly team arrives in the nick of time to rescue Mila and Wes, eliminating the last assassin and securing the area.
Later, as paramedics attend to Wes's wounds, the ambassador proposes a joint press briefing, which offends Wes, who feels betrayed by the ambassador's abandonment of Mila and his pretense of heroism. After being examined, Mila is placed under American custody thanks to Jubal's intervention.
Clemens' expedition is expedited, and he's dragged away, vowing vengeance against the Fly team. The episode concludes with Wes promising to stand by Mila. They share a heartfelt breakfast, and the team concurs that Wes is a valuable addition to their ranks.
