In the opening scene of Episode 2 of Concrete Market, Hee-ro witnesses her best friend, Se-jeong, fall to her death from Chairman Park Sang Yong's apartment. Her body is then tossed over a cliff by Tae-jin and his cronies. The scene is one of immense devastation for Hee-ro, who rushes out of the shadows only to find her friend's body being dragged away by cannibalistic ghouls. In her grief, Hee-ro is captured by Tae-jin. Despite her attempts to fight them off, she is knocked unconscious.

As Tae-jin and his friends wait for Hee-ro to regain consciousness in their room, they discuss Se-jeong's death. Their gossip reveals that Chairman Park is also in control of all the medicine, and Se-jeong was diabetic and needed insulin. However, Hee-ro remembers that Se-jeong was not diabetic, but had a younger sister called Se-hee who must be the one needing the insulin.
Tae-jin is called away by one of his men as his rival, Cheol-min, and his boys threaten to take over their turf. A turf war erupts as Cheol-min wants his men to take over the alcohol shop whose sellers killed themselves, and Tae-jin is determined to keep the territory. The fight and aftershocks that knock over things in Tae-jin's room allow Hee-ro to cut her bonds and escape.
Chairman Park stops the fight between Tae-jin and Cheol-min. He learns about the stolen food cans, and Tae-jin reports that the thief has been apprehended and is being held in their room.

The sister revealed to Hee-ro that Se-jeong had been taking care of her and had made a deal with Chairman Park. Se-hee had warned Hee-ro of the danger and wanted her to leave for her own safety. Despite Se-hee's concerns, Hee-ro was determined to protect the sister, seek revenge for Se-jeong's death, and ensure that she received the medication she needed.
Tae-jin was in a tight spot now that most of his territory had been transferred to Cheol-min. He also had someone he wanted to protect - Mi-seon in room 802. To his surprise, he found Hee-ro waiting in his room, ready to make a deal. She informed Tae-jin that she had also stolen his secret stash of canned food but would return everything on the condition that he agreed to work together.
Hee-ro asked Tae-jin to take her in as one of his subordinates and let her live in Se-jeong's empty apartment. She suggested using the stolen canned food as capital to start a business in the market, since it was already known to be stolen. She promised to increase the canned food tenfold within two months. Despite his reservations about her trustworthiness, the offer was too good to pass up, and Tae-jin chose to accept it.
