As the second episode of Fallout season 2 unfolds, we find a young Maximus in a small town, his father's diligent efforts ensuring the water is free from radiation. Yet, they continue to live in the shadow of New Vegas. The peaceful town is disrupted when an NCR Caravan rumbles through, one of its men suddenly collapsing with blood pouring from his eyes. It doesn't take long for them to realize that another of Mr. House's devices is lodged around his neck, and worse, an atom bomb lies hidden within the truck.

Maximus' father orders his son and everyone else in town to run for their lives while he tries to diffuse the bomb. When that fails, he forces Maximus to hide inside the fridge, sheltering him from the impending fallout as the bomb is activated and minutes tick away until its explosion. As Maximus says a tearful goodbye to his family, the bomb detonates, but to Hank, it's a success thanks to his Pip-boy.

In the present, Maximus is back with the fractured remnants of the Brotherhood, their chapter scattered across dozens of rival factions. The goal here is to unite them all as one, and Maximus is spearheading this operation. He works his way through clearing out Vaults in search of Cold Fusion that could change everything.

Eventually, Maximus returns to Elder Cleric Quintus and hands over their prize: a Cold Fusion relic snatched from the Vault. This "key" powers up a bunch of wind turbines, blowing the sand off a giant hangar bay that's eventually transformed into their new base of operations.

As Maximus talks to Dane about his experiences out in the world, the conversation turns to Quintus. He's called for a meeting, but he hasn't bothered to inform the Commonwealth. Dane warns that he's breaking the chain of command and it could turn ugly.

There is no chance that Quintus will be granted power without the shedding of blood, indicating that the future holds more carnage. This very prospect is Quintus's proposal to the rival factions, convinced with the might of Cold Fusion technology they can overthrow and defeat the Commonwealth. The Yosemite Elder, captivated by the promise of limitless power and ample firepower, finds this offer irresistible.

Amidst the turmoil in the hangar bay, Maximus is assaulted by a formidable brute, but emerges victorious, displaying his formidable skills. However, Dane is not entirely pleased with the display of violence.

Following this confrontation, Xander Harkness, one of the Commonwealth representatives, appears at the hangar. Meanwhile, The Ghoul and Lucy continue their journey but stumble upon a woman in distress. The Ghoul is not thrilled about the detour, especially as they inadvertently stumble into a trap set by Radscorpions. One of their own is consumed by the beast before it turns its attention to The Ghoul. After a brief struggle, they manage to subdue the Radscorpion, but The Ghoul is clearly injured. With only one Stimpak remaining, Lucy decides to aid the random injured woman rather than The Ghoul, lecturing the latter on the way.

As they traverse the forest together, Lucy is eventually left alone, surrounded by hostile Legion forces.

In Vault 31, all the cryopods are activated, and Norm takes charge. He reminds them of the 200 years that have passed and attempts to unite them in their determination to overcome their panic. Norm introduces himself as a super manager and the leader of them all, claiming that leaving the Vault is part of Vault-Tec's corporate strategy and Bud's final test. If they succeed, Norm promises them "merit-dots," but in reality, they are mere trinkets.

Despite the world's destruction, Norm gazes upon the same view that Lucy witnessed in earlier episodes and utters its beauty.

The cryopods are not the only ones being activated. Hank continues to work on his experiment with computer chips, determined to perfect it for Mr. House and use human subjects to achieve it. However, his efforts may be in vain as his head explodes not long after.
