To his surprise, he finds himself confronted head-on by a formidable duo: Knuckle Buster and her brother, Force Fist. Outnumbered and outmatched, Cecil is swiftly overpowered by the villains. However, this confrontation proves to be a strategic distraction, as the villains commit suicide upon realizing capture is inevitable, causing a lethal gas they were sitting on to disperse. The toxic gas disintegrates his body, leaving only a harrowing memory.

Later, Director Radcliffe informs Cecil that seventeen people perished in the incident, but the death toll could have soared into the thousands had he not acted. With his entire body replaced by artificial skin, Cecil retains a small patch of his original flesh near his mouth as a poignant reminder of his failings.

Meanwhile, Knuckle Buster and Force Fist are reborn and now serve the United States. Director Radcliffe embraces this turn of events, but Cecil remains skeptical. In a moment of cold resolve, he shoots both villains, leading to his arrest and subsequent incarceration alongside other villains. Ironically, this twist of fate proves beneficial for Cecil. Three years later, he not only halts the relentless tide of deaths within the prison walls but also establishes himself as the leader, bringing order to the chaos.

Impressed by Cecil's transformation, Radcliffe appears, revealing that he has been closely monitoring him. He admits that Cecil's punishment was also a form of rehabilitation. With a job offer in hand, Radcliffe extends an invitation for Cecil to take over as Director.Returning to the present moment, Cecil issued a stark warning to Mark, emphasizing that his powers could prove to be a perilous instrument. Admitting his own deep-seated fear, Cecil, flanked by a swarm of ReAnimen in the sterile confines of the White Room, revealed the transmitters embedded within Mark's cranium, a lever he was more than willing to pull to reign in Mark's volatile nature.

Mark, driven by urgency, soared towards headquarters, with Cecil in hot pursuit. The moment for an unfettered conversation had arrived. The Guardians, appalled at the sight of Mark enduring torment through this transmitted control, stood firm in their loyalty to one of their own. They valiantly battled the encroaching ReAnimen, but when Robot interfered, disrupting Mark's signal, a dark transformation overcame him. Channeling an eerie semblance of OmniMan, Mark seized Cecil by the throat, lifting him against the wall amidst a backdrop of devastation. Mark had had enough of Cecil's manipulations and vowed never to return to his clutches. He issued a stern warning to stay away from his family before limping home to tend to his wounds. Oliver, eager to don the mantle of heroism, was swiftly reminded by Mark of the perils that came with such a path.

Eve served as a grounding force amidst the turmoil, though her own conflicts and internal struggles clouded her judgment.

At headquarters, the remaining heroes grappled with the aftermath of Mark's rampage. They found themselves at odds, questioning whether Mark's actions, and Cecil's harsh tactics to contain him, truly served a higher purpose. The Guardians' discourse descended into discord, their differing views on methods and Mark's temperament fragmenting them into two opposing camps. With dwindling numbers, the loyal few were outnumbered by those who chose to strike out on their own.

Upon Cecil's return, he unveiled a new recruit to bolster their ranks: Darkwing. In their current depleted state, they had little choice but to welcome him.

The scene was one of division and uncertainty, as the line between heroism and expedience blurred, leaving the future hanging in a delicate balance.

Donald harbors doubts about whether this is indeed the correct course of action, yet the irony is palpable; Cecil is transforming into the very embodiment of what he once vehemently vowed never to become. Witnessing this metamorphosis, along with the arduous battles he wages to reform the establishment, profoundly enriches his character development. Indeed, a glimpse into the past reveals an incident where Cecil, defying protocol, paid an unauthorized visit to Nolan, the newly arrived hero on Earth. Though reluctantly consenting to lend a hand, Cecil's mistrust towards Nolan is unmistakable.
