Episode 4 of "Saare Jahan Se Accha" kicks off with a dramatic scene as Fatima's newspaper office is suddenly raided by Pakistani income tax officers, who accuse her of tax fraud. The officers, with stern expressions, inform Fatima that she had already attracted the government's attention due to her news articles criticizing Mr. Bhutto, the Prime Minister of the country.
It transpires that Rafiq (Sukhbir), harboring ulterior motives, had bribed the income tax officer to orchestrate the raid, seeking an opportunity for Vishnu to broach the subject of recruiting Fatima as a spy for RAW.
Meanwhile, Rizwan catches Rafiq flirting with his sister, Naseem. Embarrassed yet candid, Naseem confesses her feelings for Rafiq to her brother. Rizwan, though reluctantly, agrees to arrange Naseem's marriage to Rafiq but inquires about Rafiq's family background.
Rafiq, with a solemn demeanor, reveals to Rizwan that he is an orphan who has faced numerous displacements, accounting for his unique accent among fellow Pakistanis. Rizwan remains somewhat skeptical of Rafiq but decides not to probe further.
At a glamorous diplomatic event, Vishnu, accompanied by his wife Mohini, excuses himself to engage in a private conversation with Fatima. Mohini, noticing his departure, becomes conscious of the undercurrents. During their hush-hush exchange, Vishnu drops a bombshell by revealing his affiliation with RAW and his desire to enlist Fatima as an informant.
Fatima is taken aback by this revelation but Vishnu presses on, sharing highly confidential information: Pakistan is actively pursuing a nuclear program, whereas India is poised to sign the NPT and has no intention of developing nuclear weapons. He subtly seeks her consent by suggesting they place a matrimonial advertisement in her newspaper as a covert signal.
Across the border in India, Mr. Kao discusses the involvement of Pakistan with HGN, the same company that assisted China in acquiring nuclear weapons, with Dr. Gandhi. Dr. Gandhi, bound by diplomacy, politely declines to offer any official assistance to Mr. Kao or RAW. However, she subtly hints that Mr. Kao is free to take any unofficial measures he deems necessary.
In the bustling city of Paris, the elite international RAW team orchestrates a clandestine operation, deploying a prostitute to extract crucial information from Bilal. However, Murtaza, ever vigilant, makes a timely entrance, blaring music to create an impenetrable wall around their conversation, thwarting any potential eavesdroppers. He sharply rebukes Bilal for his inability to rein in his desires, warning that such indiscretions could incur a colossal financial loss for Pakistan and jeopardize their entire nuclear endeavor.
Back in their abode, Mohini confronts Vishnu with accusations of harboring feelings for Fatima. Vishnu vehemently denies these claims, but the discourse swiftly degenerates into a heated altercation between the two. Under pressure, Vishnu eventually confesses to Mohini that he had encountered Fatima on multiple occasions for professional purposes. This confession shatters Mohini's heart, who labels Vishnu as selfish for prioritizing his own interests over their relationship.
Murtaza then convenes with Mr. Parizad, the esteemed manager of BFCI Bank, unveiling that anyone inquesting confidential bank transactions was a spy lurking in their midst. Mr. Parizad, grave-faced, relays this information to Rizwan, who had previously requested access to these files on behalf of Rafiq.
Rizwan extends an invitation to Rafiq to his residence, suggesting a visit to their parents' burial site as a means to reconnect. However, Rafiq's deceit about the burial site's location becomes evident when Rizwan produces the bank ledgers, sending Rafiq into a tizzy. Realizing that Rafiq had betrayed his family by spying, Rizwan scorns him as a deceitful serpent in sheep's clothing.
Desperate to expose the truth, Rizwan attempts to contact Murtaza, but Rafiq strikes first, initiating a fierce altercation. In the throes of combat, Rafiq, played with chilling precision by Sukhbir, employs his belt as a lethal weapon, strangling Rizwan until he perishes. As Rizwan's life ebbs away, Rafiq solemnly vows to protect Naseem.
Subsequently, Rafiq hangs Rizwan's lifeless body from the ceiling, staging the scene to resemble a suicide. The episode concludes on a chilling note, with Rafiq instructing a confederate to plant microphones and transmitters, meticulously framing Rizwan posthumously as the spy.
