The seventh episode of Tempest commences with San-ho's menacing stance towards Ethan, demanding to know the true mastermind behind his actions. Ethan, unflinching, confesses that it wasn't Kim Han-sang but rather Stella Young, her identity revealed in a whirlwind of deceit. Meanwhile, Mun-ju embarks on a heartening reunion with Mi-ji and Chang-hee, their bond strengthened by shared experiences. Their conversation with Anderson, over a video call, unearths a shocking revelation—the chief engineer, recently recovered from a gunshot wound, confirms the existence of the submarine, suggesting Anderson may have been duped into proving its non-existence.
As North Korea and China continue to fortify their military might, the US President hesitates to wade into war without a shred of justification. Mun-ju contemplates her next move, inspired by the mysterious Telegram message that directed her to Geumseol Port, accompanied by a date and time. Mi-ji assures her of a ride to the port, a journey fraught with uncertainty.
While scouting the port, Mun-ju finds herself face-to-face with San-ho, his words ringing hollow in the wake of his betrayal. Her trust shattered, she brushes him off and heads back with Chang-hee, only to be confronted by a cell phone San-ho had slipped into her pocket.
In a separate meeting arranged by Mi-ji, Mun-ju confronts Kim Jose from Shiv Holdings, who reveals a web of deceit spun around Jun-ik's estate and real estate purchases in Argentina. The value of Jun-ik's land is staggering—two trillion won—and the woman responsible for these transactions is none other than Stella Young. Mun-ju strikes a deal with Kim Jose, offering him a 5% commission in exchange for uncovering the source of the paper companies' funds.
Elsewhere, Kang Han-na takes center stage at the police station, surrounded by an eager media. She confesses to releasing the recording implicating San-ho and Mun-ju, revealing her own tangled web of lies and truths about her relationship with Jun-ik. Accusing San-ho and Mun-ju of Jun-ik's murder and framing her as the culprit, she seeks to ensure the inheritance falls into her son's hands.
San-ho, with a revealing insight, discloses that Stella Young's numerous contracts had her traversing between two realities, suggesting the presence of a dual identity. He posits the existence of two Stella Youngs, causing Han-na's cocky demeanor to waver as she attempts to swallow a pill but is halted by San-ho's insistence on uncovering the other Stella.
Meanwhile, Chang-hee confides in Mun-ju, admitting his suspicions regarding her when Jun-ik passed away and Ok-seon's involvement in having him hack her phone. This revelation sheds light on Ok-seon's access to Mun-ju's recordings stored on San-ho's necklace. In the hospital room of Director Yoo's son, the director finds San-ho waiting for him, now aware that the submarine was but a pretext and demanding to know the real reason behind the war.
When Mun-ju learns of Du-jin's release, she pays him a visit in his office, announcing her departure that night. As he turns his back, she produces a gun and leads him to a cliffside with his hands tied. The embossed mark on his book is revealed to be identical to the one on Jun-ik's card, and the number on the card matches a phone in his pocket. Du-jin confesses to being an NIS undercover agent tasked with uncovering spies, claiming to have gathered evidence from his brother Jun-sang that Jun-ik was a spy.
He further reveals that Mun-ju's father, a South Korean miner falsely accused of espionage, was turned in by Du-jin himself. This was the reason behind Mun-ju's mother fleeing with her to the US, warning her against ever returning to South Korea. Like Director Yoo, Du-jin asserts that the war is inevitable, having been the Telegram user who plotted to lure Mun-ju to Geumseol Port for her arrest as a spy.
As he cuts his bonds and attacks Mun-ju, another gunshot rings through the air—it's San-ho! He forces Du-jin to call his bosses and inform them of Mun-ju's new destination at Morae Port instead of Geumseol Port. San-ho and Mun-ju then work in unison, setting up a trap at Morae Port where the true culprits are finally revealed.
Mun-ju is surprised to see Ok-seon and Han-na arrive, and a flashback reveals that the other Stella Young was none other than Ok-seon herself. In the present moment, Han-na suddenly turns on Ok-seon, accusing her of Jun-ik's murder. Before Ok-seon can respond, Director Yoo and his men storm in, leading to a shootout. In the chaos, Mun-ju and San-ho leap out a window into the water, where amidst the waves, they finally embrace and kiss.
