Only a few more gangs stand between him and the full fruition of his territorial ambitions, and even beyond Gotham's borders, Oz harbors international aspirations.
Upon Victor's return to their hideout, a pall of apprehension casts a shadow over Oz's grand designs. Victor suspects they might be under surveillance, whispering warnings of lurking adversaries. Oz, however, remains unperturbed, basking in the utopian visions of their names echoing through eternity.
In the opulent confines of Sofia's mansion, she indulges in her sadistic pleasures with Dr. Julian, a dance of dominance and submission that oddly satisfies both participants. Meanwhile, in the kitchen, Sal tends to a different kind of choreography—one of espionage and strategy. It transpires that the surveillance operation is a concerted effort between Sofia and Sal to decipher Oz's moves. Though their alliance is fragile, Sal's anger simmers, exacerbated by the specter of Oz potentially enlisting the Triads, the true power brokers capable of stirring up trouble in Gotham's underworld.
Sofia, astute as ever, perceives this looming threat and confronts Sal, urging that they send an unequivocal message: meddling with them incurs a steep price. Realizing the tension, Oz confers with Victor about mending fences with the Triads, ultimately deciding to employ a tactics akin to drug dealers—flooding the market with Bliss for free to generate demand.
However, their path may soon encounter a detour when Victor encounters Squid on the streets. Eager to partake in the lucrative endeavor, Squid leaves Victor with little choice but to temporarily acquiesce. Victor relays his concerns to Oz, whose mind is preoccupied with the welfare of his declining mother, a woman grappling with both physical and mental health crises.
As Victor stands vigilant, Oz ventures to City Hall under the cover of night to confront Councilman Hady. Despite repaying his debt to Carmine, Oz seizes the initiative, demanding that electricity be rerouted from the main grid to the less fortunate areas like Crown Point, subtly inserting his name into the narrative, recognizing the paramountcy of image in his ascending reign.
Determined to settle his debts with Squid that very night, Victor found his efforts thwarted. The whispers circulating about Bliss and those hot on Oz's trail had reached his ears, prompting him to seek out the influential figurehead himself. Refusing to be swayed by fear or intimidation, Victor seized a firearm, aiming with deliberate precision and discharging it into the man's neck. He stood, unwavering, as the unfortunate soul's life slowly ebbed away in a grim spectacle of crimson.
Meanwhile, Sal and Sofia are performing at Oz's place and trying to find some leverage to work together. They need to find something personal, and while Sal begins to vent his anger, Sofia digs through a drawer and finds underwear, along with a picture of a prostitute he often sees.
Sofia arrives to confront Eve, whose mastery of words is no secret to Sofia's perceptive gaze. She sizes Eve up, plotting her angle to slip into Oz's affections and grasp what he holds dearest. Moreover, Sofia unveils the true identity of the Hangman, hinting at a lethal end for the hooker. Bliss is a notable player here, but Oz stands firm in his belief that it's better to collaborate with those you despise than bow to those whose names you don't even know.
A hustler at heart, Oz isn't shy about it, but he harbors something to prove and wishes to share his vision with the assembled crowd. And just like that, everyone pops open their beers, toasting to a prosperous future together.
Back at Crown Point, the lights flicker back to life as scheduled. Unbeknownst to them, Sofia stands in another room, iron bar in hand, poised to unleash a fierce wave of vengeance.
