Following the climactic events of episode two, anticipation hovered over the imminent encounter between Hiroto and Jake, destined to anchor the narrative of episode 3 in Tokyo Vice. However, before that fateful moment, the curtain was lifted on a new character, Tomazawa, the fearsome Yakuza boss, now visible in flesh and blood. Stricken with illness, he undergoes treatment, while a concerned associate begs him to alter their "business model" to evade exposure. The mention of Aoki's demise and the burning man is swiftly dismissed by Tozawa.

At the bar, Jake and Hiroto delve into the recent turmoil. Jake, grappling with his role as a journalist, begs Hiroto for insight into the city's intricate workings. Hiroto elucidates, revealing that Tozawa's return signals a bid to reclaim Chihara-kai territory, and the bar incident was merely a cog in that scheme.

Meanwhile, Samantha encounters a mysterious patron, Matsuo, at her club. His identity remains shrouded in mystery as the scene shifts to the bustling bar. Kume and Sato appear, offering a month's worth of free protection to the bar owner as compensation for the damages.

In a tense showdown, Hiroto marches into Tozawa's office, intent on apprehending those responsible for the bar incident. He summons Jake to accompany him. After some deliberation, Tozawa concedes and surrenders three of his men for accountability. Jake's article hits the stands the following day, sparking curiosity among his peers about the source of his information.

The narrative shifts to Samantha's club, where Sato's flirtatious advances make his intentions towards her abundantly clear. As she steps out, heading home, she finds Jake patiently waiting for her outside.

As the duo headed out for dinner, their conversation flowed gracefully, intertwining topics of mutual interests and Samantha's professional pursuits. A delicate blend of caution and allure pervaded the air, setting the perfect ambiance.

Meanwhile, Ishida was visited by the TMPD, who earnestly discussed the imminent international conference scheduled in the city. They earnestly implored him to uphold harmony and ensure a favorable impression was left on the dignitaries.

Amidst the city's bustle, Sato's fellow gang members indulged in a derogatory discourse about Samantha, fueling suspicions of a romantic entanglement between Sato and the alluring woman. Enraged, Sato confronted Kume, challenging him to a fight. However, his rage got the better of him, and he relentlessly battered Kume, forcing the latter to intervene. Ishida, observing from the shadows, threatened Sato with severe consequences, yet Sato cunningly negotiated a deal by promising to deliver something "crucial."

At Hiroto's abode, Jake dined with his host, proclaiming Japan as his newfound home. He eagerly sought more details about the enigmatic "S" symbol on the packet from Hiroto, but the latter remained tight-lipped. As Jake bid farewell, Hiroto's daughter slipped him a folder containing vital information on predatory loan sharks.

Unbeknownst to Samantha and Jake, a shadowy figure had been trailing them for the past two days. This mysterious individual, revealed to be a member of the Tozawa clan, abruptly abducted Jake from an arcade shop, leaving his bewildered friends to watch helplessly. It was perhaps the very deal that Sato had struck with Ishida.
