The episode finds Colter in Aurora, Vermont, hot on the trail of a kidnapped prison guard.

The action kicks off with Justine Campos, a prisoner serving time for two murders, escaping from custody during her transport to the hospital. Justine dispatches with one of the guards and takes the driver, Rachel (Brock's niece), hostage. The following morning, Colter arrives at the crime scene and is reunited with Detective Helen Brock, who knows firsthand of Colter's talent for tracking missing persons. With Rachel in jeopardy and Justine armed and dangerous, Helen confesses her guilt for getting her niece the job and Colter reassures her she's not to blame.
Colter suspects Justine is heading to her boyfriend in Montreal, who claims ignorance but their suspicions mount that he's lying. A homemade shiv is discovered, leading Colter to believe Justine used it to escape from her cuffs. Noticing the lack of footpaths and the impracticality of hitchhiking with a hostage, Colter enlists Randy to scan footage from a nearby rest stop. The getaway car appears to have been aware of the cameras and attempted to evade them. Randy spots a van with a family and a jeep with a single male occupant pulling away around the time the prison vehicle should have passed by. As Randy searches for the Jeep's GPS, he and Colter discuss Bobby's recent loss and his subsequent avoidance of Colter, with Randy promising to check in on him.
With information in hand, Colter and Helen follow the Jeep's GPS to a remote location. Before proceeding with the investigation, Helen officially deputizes Colter, announcing his inclusion on the payroll as the department doesn't offer cash rewards. They find the Jeep under camouflage, empty but for a trail leading to an underground ventilation pipe that Colter believes leads to an underground fallout shelter. With caution in their step, Colter and Helen search the area and discover a metal door that appears to have been recently opened.
Colter descended first, his eyes scanning the room for any clue to the identity of the fugitive's operation. The presence of fresh fast food on the table hinted that whoever had been using it had just left in a hurry. He found a safe, but the shelves were bare, revealing that the getaway driver and the escaped prisoner had taken Rachel hostage.
Helen discovered a piece of paper with a local phone number, and Colter quickly called Randy to trace its origin. A quick search revealed it was a burner phone with a disabled GPS. Randy analyzed the metadata and traced the number back to the state prison, indicating that someone on the inside had assisted Justine in her escape. Perhaps Justine and her cellmate, Miggy, had staged a fight to get Justine out of prison.
Before Colter hung up, he asked Randy to find out who owned the underground shelter. Colter believed they needed to get someone inside the prison who no one knew was working with the police to talk to the cellmate. He couldn't do it himself, so he called Billie in Boston, who owed him a favor and was easily convinced to help out.
Helen wondered if she could trust Billie, but Colter thought so, even though he couldn't really explain their complicated relationship. The warden agreed with their plan.
There had been a sighting of the fugitive at Mel's Car Shop, and Colter and Helen sped over to check it out. The shop owner had called in the tip. Colter searched the premises and found the owner's dead body and the dead getaway driver, indicating that they had engaged in a shootout while the owner was making the call. Rachel and Justine had left the scene in a stolen car.
Billie was brought to the prison in handcuffs, greeted by whoops and whistles from the prisoners. She was immediately taken into a room to meet Reenie (Fiona Rene), who explained that Colter had not wanted to blow her cover. Billie's job was to determine if the cellmate was collaborating with Justine and to find out where Justine was heading. She would pretend to be Alicia Matador, who was serving time for drug trafficking. Reenie warned her to be cautious and if she needed anything, she should ask for Prison Guard Hollander, who would then contact Reenie for further instructions.
Hollander introduces herself with a confident stride, escorting Billlie into the line of new prisoners as they make their way down the halls to their cells. Reenie, on the other end of a phone call, updates Velma on Billie's arrival at the prison, her voice laced with a mix of concern and determination. Reenie, set to fly out for a court appearance, has provided Hollander with Velma's contact information in case of any urgency.
Back at Mel's Car Shop, Helen shares with Colter the details of the shootout that ensued, involving three guns—the third belonging to the injured prison guard's government-issued handgun. The getaway driver, a local ex-con with no apparent ties to Justine, has been identified. Colter realizes this suggests a strong connection to the prison.
As Billie settles into her cell, she discovers a hidden package, prompting Miggy to claim ownership over everything in the cell—even Billie herself, if she desires it. Billie stands her ground unwaveringly.
Randy's investigation into the identity of the fallout shelter's owner yields only a tangled web of LLCs under the Williams Group Incorporated shell company. He sends Colter the only address he could locate on the shell company, which is surprisingly close to the fallout shelter.
Helen examines the map and notes that Rachel's movements have remained within the same vicinity as the shelter, albeit she is now worried due to the "shoot on sight" order. She doesn't want her niece to be an accidental victim. Colter is certain they will find Rachel.
Later, Miggy is engaged in a card game when Billie asks to join in. Miggy refuses, but Billie assures her of her loyalty and willingness to be a beneficial friend, even offering to pay for it. The card players attack Billie, but she easily dispatches them before Miggy calls off the fight. Billie's bunkmate then informs her that if she wants in, she must first get past Mamma Roach.
Colter and Helen head to the LLC's address as Rachel calls frantically, revealing she jumped out of the car. She has Justine's burner phone and claims Justine is heading northeast, somewhere near Twin Pines but without a clear sight of the vehicle she's driving.
As Colter is sifting through Randy's traces of Rachel's number, a text from Reenie interrupts the chaos. The message whispers that Billie has learned of Mama Roach's hidden guards. Helen's radio crackles with news that the fugitive might be holed up at the Twin Pines motel, but Colter senses a sinister undertone. How could Rachel be unaware of the car's whereabouts if she was the one driving the getaway vehicle?
The tension between Rachel and Justine escalates as they argue over the missing funds in the bunker. Rachel, with the gun at her side, forces Justine to reach out to her family, promising to make things right. Justine relents, albeit reluctantly, under Rachel's gaze.
Colter turns to Helen with a questioning gaze, wondering if there was any inkling in Rachel's past that suggested her involvement in this heist. Helen assures him that she doesn't believe it, but the weight of Rachel's past looms large. She won't let her own biases cloud her judgment, determined to uncover the truth and protect those around her.
Randy's hunt for the burner phone leads him to a dead end far from the Twin Pines motel. It's clear that Rachel is trying to evade both Helen and the police.
Mamma Roach warns Billie against harming any of "her girls" during their meeting, but Billie assures her that she's here to work with her. However, Miggy's research uncovers a startling fact: no one at Billie's old prison has ever heard of Alicia Matador. Could it be a coincidence that she was transferred just after Justine's escape? Mamma accuses Billie of being a rat but then reveals that Rachel helped Justine escape because of Justine's bragging about her stepmom's stash of cash.
The tension reaches a boiling point when Miggy tries to take Billie down with a homemade knife. Billie cries out for Hollander just as she knocks the air out of her bunkmate, and Hollander rushes in to save her.
Colter and Helen arrive at the last known location of the burner phone to find it smashed into pieces. Reenie fills them in on what Billie has learned from Mamma Roach: Rachel is definitely in on it, and the plan was for Justine to guide them to the money before Mamma Roach's brother, the getaway driver, would take them to the bunker.
As night falls, Rachel and Justine sit parked outside their stepmom Cassandra's office, waiting for everyone to leave. Rachel calls Mamma Roach with an update, breaking the news that her brother was killed in a shootout. Once they secure the money from Cassandra's office, they will need help to escape.
Mamma Roach is firm in her stance against this plan, and Rachel threatens to withhold her share of the money. Mamma Roach, unfazed by Rachel's threat, warns her that blood will be spilled if she doesn't get her hands on that money.
Colter procures Cassandra's work address, and Helen decides to forego calling for backup for now. She vows to apprehend Rachel herself, promising not to let her fall victim to a bullet. Colter nods in agreement, opting to follow Helen's lead.
Justine approaches her stepmother for the money, only to be met with Cassandra's denial that there's none in the building. However, when Rachel threatens to harm Cassandra, her demeanor changes, and she guides them to the safe. Justine and Rachel pack the cash into their bags.
As soon as they've loaded their bags, Helen appears, ordering Rachel to drop her weapon. Rachel refuses, but Colter sneaks up from behind, commanding her to put it down. Rachel tries to aim the gun at her own temple, but Colter halts her. Once disarmed, Helen arrests her.
After Rachel is driven away, Colter hands Helen his badge, knowing that everyone has blind spots when it comes to their family. He reminds Helen that faith is a strength, not a weakness.
The episode 15 ends with Colter showing up at Billie's hotel with alcohol and an apology in hand. He apologizes for the ordeal being more than a simple favor. Billie believes Colter owes her a lifetime of gratitude and inquires about his true motive for being there. Colter claims he wants to ensure her well-being, which is evident in the fact that Billie isn't okay. Colter apologizes once more, leading to a passionate kiss that eventually leads to the removal of their clothing.
