Max, aiding Ellis as part of her agreement with the Commissioner, offers sage advice on the art of deception, suggesting that Ellis should weave a slightly altered truth rather than a blatant falsehood. This counsel aids Ellis in crafting a poignant backstory centered around surfing and his deceased brother, which resonates deeply with the surfers and earns him an invitation to a memorial celebration.

However, the festivities are abruptly halted when Chilly and Slater make a hasty exit, prompting Max and Ellis to tail them to a warehouse. Inside, they witness the surfers extracting drugs from surfboards, confirming their involvement in a clandestine drug smuggling operation. Ellis hesitates to make an immediate arrest, fearing it might compromise the murder investigation. They then trail the surfers to a motel, where Chilly briefly enters a room and swiftly departs.

Max's impetuosity drives her to break into the motel room, where she spots a truck from Cranway Corporation departing the premises, hinting at a link to the drug trade. Max subsequently goes undercover as an efficiency expert at Cranway, where she strikes up a friendship with Kathy, who voices her discontent about the new general manager, Mr. Trip. Through her investigation, Max learns that Trip was the one driving the van the previous night, further solidifying her suspicions.

Sent by Ellis on a mission to scrutinize Trip, Simmons arrives to find the latter's lifeless body slumped in his car, the victim of a gunshot wound. Intriguingly, the bullet that ended Trip's life bears no resemblance to the one that had previously claimed Koa's. In a cunning maneuver, Ellis orchestrates a deceitful scenario, casting a shadow of suspicion over Chilly and Slater, making them believe they are being hunted by the authorities for both murder and drug trafficking. While Slater remains blissfully unaware, Chilly's paranoia escalates with each passing moment.

Trailing Chilly, Ellis tails him to Cranway's office, where Max, aided by her friend Marc, remotely accesses Trip's computer. Meanwhile, in a secluded storage room, the passionate flames of desire ignite between Kathy and Chilly, their intimate conversation inadvertently eavesdropped by Max through an air vent. Post-coital confessions spill forth: Kathy confesses to Koa's murder, reassuring Chilly that their alibi is unassailable. Kathy coerces Max into leaping to her death, staging it as a suicide, but Max's courageous delaying tactics afford Ellis, Simmons, and Yates the opportunity to intervene. The net tightens around Kathy and Chilly, leading to their arrest and the culmination of the case. Back at the precinct, Chief Li reprimands Ellis for jeopardizing Max's life, to which Max earnestly intercedes, pleading for leniency on Ellis's behalf. Li, revealing a chapter of Ellis's past, discloses that a case involving his brother's demise led to Ellis's demotion, stripping him of his rational composure.

Dubbed "Strangers on a Wave," this episode masterfully illuminates the intricate bond shared by Max and Ellis as they weave through a labyrinth of deceit and criminality.
