In the fourth episode of "Legends," the story unfolds with the O'Connells, Carter's rivals, escaping the police grasp with the help of their allies. Learning of this, Carter enlists Eddie to relocate their headquarters and protect the remaining drugs until the Turks return. He instructs Eddie to leave the drugs with their loyal customers, who are themselves addicts.

On the other hand, Angus is distraught after learning that Shaun's house has been burned down. He blames Kate and Bailey for the mishap, but Bailey reassures him that Shaun has been sent to Manchester with his family and is no longer in danger. Guy informs Don about the new shipment of drugs arriving at Felixstowe and asks him to be prepared for any eventuality. Don warns Kate that things are about to get more challenging and urges her team to gather evidence against Carter.
Without their informant Shaun, Kate decides to confront Carter directly. Bailey tries to stop her, but she refuses to wait any longer. Kate tells Bailey that she wants to uncover Carter's weakness and plans to do so by posing as a woman living in the same apartment complex as him.
Meanwhile, Eddie, still grieving over Tommy's death, calls the Customs office to inform them about the location where Carter plans to hide the remaining drugs. Bailey locates the address and discusses it with Don. Don urges Bailey to be cautious as he could be traced and offers to send officers from Manchester to raid the place. The police later confiscate the drugs, and Don feels proud of Bailey's efforts.
In parallel, Guy tells Mylonas that he is tired of waiting for the drugs to be delivered. Elsewhere, Hakan discusses replacing Guy with Zeki. Aziz defends Guy and claims that Zeki lacks the skills Guy possesses. However, Hakan insists that they need to stay close to their own people instead of trusting the English.
On the other hand, Zeki, hurt by Hakan's earlier dismissal, meets traders from Istanbul. He offers to kill Hakan and asks them to work with him instead.
Back at his apartment in Liverpool, Carter watches the news and learns about the ongoing protests. Kate deliberately drops a few letters into his mailbox, and Carter visits her apartment to return them. The two engage in small talk, and Kate reveals that she works in property development. Carter offers to invest in her business, but Kate politely refuses his help.
At the same time, Eddie follows the O'Connells and learns that they killed Jed to threaten him. He immediately calls Carter and informs him about it. Carter then tells Eddie that they need to go into hiding.
In London, Zeki tells Guy that they will be using a Turkish guard working at the docks instead of following Guy's plan. Hakan sides with Zeki, which worries Guy. Guy later asks Erin to find the names of all Turkish guards working at the docks.
On the other hand, Eddie calls Bailey and gives him another address where drugs are being hidden. Bailey asks Eddie to join forces with Customs and help gather evidence against Carter. Eddie refuses and claims that he only wants to stop the drugs from reaching the locals. Bailey later calls Erin and asks her to prepare a list of heroin-related deaths in Liverpool over the past year.
At the hotel where they are hiding, Carter reminisces with Eddie about their days as guards and how far they've come now that they're staying in a luxury hotel. The next morning, the two leave the hotel, but the O'Connells secretly follow them.
The next morning, Guy speaks to Sophie using a public phone and worries about her safety. Erin informs Guy that there is no record of a Turkish guard working at the Felixstowe docks.
Meanwhile, Hakan received a call from Istanbul, informing him of Baran's betrayal. With a cunning smile, Hakan tricked Zeki and managed to dodge his attack. He then asked Guy to eliminate Zeki, but Guy, a man of principles, refused. Zeki begged for forgiveness, and Hakan, a man of compassion, eventually let him go.
Elsewhere, Don and Angus discussed the status of the operation. Don asked Angus to give him more time and promised that the team was getting closer to bringing both gangs down. Guy later attended his daughter Lily's piano recital, trying to encourage her with all his heart. He even approached the judge and subtly threatened him to be kinder to Lily. However, Guy received a call from Mylonas and was forced to leave the recital before the results were announced.
Meanwhile, Carter and Eddie got stuck in traffic due to ongoing protests. When the O'Connells stepped out of their car to attack them, the two abandoned their vehicle and ran away. Eddie helped Carter hide among the protestors and later approached the O'Connells to negotiate. He asked them to shake hands with Carter so they could receive the money needed to leave Liverpool. The O'Connells later met Inspector Goodwin, the same officer who previously arrested them on Carter's orders.
At the same time, Goodwin called Carter while he packed his belongings at his apartment. He told Carter that the O'Connells were demanding 200,000 GBP and advised him to accept their demands since the people of Liverpool were beginning to turn against him. Nearby, Kate noticed a few digits from Goodwin's car number plate and called Erin, asking her to trace the vehicle.
Angus later talked to the Home Secretary about the progress Customs was making in taking down the gangs operating in London and Liverpool. He refused to let the Prime Minister mention the operation in her speech because it would ruin everything. The Home Secretary warned Angus that with the Prime Minister declaring the drug crisis a national emergency, he may not have another three months to finish the operation.
In private, Carter told Eddie that he had no intention of paying the O'Connells and instead planned to kill them. Eddie tried to stop him. Shortly after, Carter learned about the ten kilos of drugs being seized by the police and became furious.
Erin called Kate and revealed that the car number plate belonged to a series used by government officials. Kate concluded that Carter might be working with a police officer and decided to track him down. At the same time, Bailey learned that Eddie was turning against Carter because of Tommy's death.
In London, Guy visited Mylonas' house for dinner, and the two men shared a drink while Angus watched Prime Minister Margaret Thatcher address the nation on television. After dinner, Mylonas talked to Guy about power and the importance of using it wisely.
Later, Bailey met Eddie outside his house and asked him to work with Customs. He offered to help Eddie leave the country with the rest of his family. Elsewhere, Zeki was killed in an attack, possibly carried out by Hakan. Instead of paying them, Carter had the O'Connells murdered. The episode ended with Carter shooting the man who spoke against him on the news.
