Episode 3 of "Public Disorder" kicks off with a haunting flashback. In the present day, a common acquaintance drops a bombshell: Stefano seeks visitation rights, a desire echoed surprisingly by Agata herself. The looming judicial decision seems to favor him, hinging on Marta's silence—a silent shield meant to spare Agata from further emotional turmoil. The colleague hints at a possible transformation in Stefano’s demeanor.

Elsewhere, the Nobilis family finds themselves in a hospital corridor, grappling with the harrowing reality that Emma has been violated. Michele, torn between emotion and professionalism, meticulously secures evidence and urges immediate reporting, while Emma, withdrawn and resilient, insists on returning home.

The District Attorney dives into interrogating Mazinga’s team, each member adhering steadfastly to their scripted narrative. Flores’s record reveals a pattern of misconduct, tarnished by accusations of excessive force and racial bias. Buccini, under scrutiny, is grilled about Mazinga’s vest and the burn mark where a bodycam ought to be. Salvatore attests to Mazinga’s brush with a Molotov cocktail, unveiling a past where Mazinga served in the Middle East, his tour cut short by the accidental death of an innocent schoolboy under his watch.

Returning to the station, Mazinga reassures Salvatore of his bodycam’s absence, while Nobili expresses gratitude to Marta for her refusal to sign the complaint, an act that, paradoxically, isolates her from her peers. The unit shuns her, casting her as an outsider. Meanwhile, Pignarelli seeks refuge in a sick leave, retreating from the tumultuous atmosphere.

Embarking on their latest mission, Unit 3 is tasked with safeguarding a Moldovan family who has been awarded public housing, amidst a tempest of local discontent. The residents, yearning for the family's departure and the government's focus to shift towards homeless Italians, have stirred up a storm of protest. Trapped inside a car, Elena and her children find themselves encircled by an agitated mob. Nobili, with swift authority, directives Marta to escort the family to safety, while the remainder of the unit forms a protective perimeter around them. Mazinga, however, breaks the perimeter halfway through, though they manage to escape relatively unscathed. Marta, incensed by Mazinga's actions, confronts him, only to have Nobili step in, directing his ire towards himself instead.

Elena, trembling with fear, wonders about their fate once the police presence diminishes. As if on cue, the Ministry issues an order for all officers to withdraw, asserting that the City Council will address the issue. Nobili, aware of the potential for violence if they depart, watches helplessly as protesters converge on their doorstep, pounding and hurling insults at Elena.

Relenting to the reality, the City Council acknowledges its error and grants Unit 3 permission to escort the family to the precinct. As they make their way back, Salvatore attempts to mend fences with Marta, who sharply points out the error in their complaint – the wrong individual had been named.

Back at their quarters, Emma refuses to report her rapist, overwhelmed by the prospect of public scrutiny. Daniela, sensing her distress,劝慰 Michele not to pressure her, suggesting they simply offer their support. Yet, Emma isolates herself, eating late into the night and avoiding their company. Elsewhere, Agata confides in Marta that Stefano has revealed the incident involving the car. Marta, moved to tears, embraces Agata tightly.

The following day, Marta sits with Nobili, marveling at how he handled Elena's case, a topic that resonates deeply with both. Their conversation evolves into a heartfelt bonding over their daughters, particularly as Nobili grapples with how to assist Emma. Marta, wise beyond her years, advises him to stand by her side, even if Emma pushes him away.
