Episode 2 of "Public Disorder" kicks off with District Attorney Gianmarco Levi storming in with Special Operations officers, hot on the heels of the Susa Valley incident. Salvatore, the initial subject of their scrutiny, stands defiant and uncooperative. Levi demands the confiscation of all equipment, particularly the batons wielded during the Susa Valley clash. He stresses that his inquiry isn't aimed at the entire unit, but rather at uncovering the perpetrators who harmed Pietro and the protester now lying in a coma.

Bodycam footage from every other unit corroborates that they halted their actions after apprehending protesters on a dirt road, long before reaching the riverbank. Conversely, Mazinga's unit stands out as the sole one devoid of a bodycam, with the sergeant citing its loss amidst the chaos of the protest. As Mazinga watches officers rummage through his locker in search of his vest, he casually mentions it was burned during the demonstration. Once the officers depart, he swiftly ensures his team's narrative remains aligned.

Nobili arrives on the scene, amidst the ongoing investigation, while the news broadcasts similar reports. He braces himself for his maiden mission with Mazinga's squad. As anticipated, Mazinga and Salvatore undermine his authority. Nobili issues a stern warning: Via del Corso is a bustling tourist area, with numerous cameras capturing every move. Before storing his phone in the van, he leaves a heartfelt message for his family.

The West Ham fans' chants echo loudly, and the cops are assigned as their bodyguards for a crucial 30 minutes, culminating in escorting them to the stadium. The inspector insists that the squad positions itself at the rear and brooks no dissent. His sexist demeanor towards Marta adds another layer of tension to the already charged atmosphere.

Mazinga insists on a baton charge instantly but Nobili refuses. Soon, the drunk West Ham fans turn their celebration into a violent display of debauchery as they destroy property, burn things, attack the inspector and destroy his car.

After rescuing the inspector, unit 3 is told to stand down till they get backup but soon they are outnumbered and cornered by the fans. The unit goes against Nobili’s order and attacks. Marta is injured and Mazinga blames Nobili. Backup arrives and it turns into a full-fledged baton charge.

Back at the precinct, Mazinga and Nobili clash. Nobili is upset they went against him while Mazinga claims they will not work with someone weak like him. But the investigation has Pignarelli thinking twice as he is scared to lose his job. He claims he has a family to take care of and Nobili wonders what went down at the valley. Salvatore interrupts and drags Pignarelli away to visit Pietro.

Emma wants Nobili to pick her up but with his phone off, she gives up and goes to a club her friends force her to. Meanwhile, Marta is unable to get in touch with Agata as she waits at the hospital.

The latest news scorns the Roma riot units for their inability to quell the rowdy West Ham fans. Naturally, Mazinga seizes the moment to cast aspersions on Nobili. Pietro confesses that his pension will remain elusive until the investigation concludes, yet Mazinga keeps him oblivious to the details of the riverbank attack. Pietro asserts that they are the guardians of the people, earning a round of cheers from the unit. As he tucks himself in for the night, Pietro resents being treated like a frail invalid, while Mazinga's demeanor suggests a somber mood.

Turning to the familial turmoil, Agata finds herself in the company of her father. Marta abruptly leaves during a check-up to fetch her, with Salvatore lending a hand as he ventures to pick up Agata. Marta is incensed as Agata reveals her desire to visit her father, amidst Salvatore's plea for her to sign a complaint against Nobili, authored by Mazinga. Later revelations show that Salvatore maintains a long-distance romance with Lena.

Shortly thereafter, the squad is instructed to hone their skills in apprehending a violent rioter within a protest crowd. Pignarelli repeatedly fails the task, while Flores, trembling in fear, hesitates to stop the rioter, portrayed by Salvatore. Taking advantage of the scenario, Salvatore warns Pignarelli to keep silent about the riverbank incident.

Meanwhile, Emma skips school, feigning illness. Simultaneously, Nobili's report is overshadowed by Mazinga's complaint, endorsed by the rest of the squad. Manna, the police chief, asserts that the parliament demands accountability. Nobili returns home to find his wife in tears, marking the conclusion of Episode 2.
