The fourth episode of Reacher's second season kicks off with Reacher, Neagley, Dixon, and O'Donnell delving into the trove of data gathered from the New Age Technologies robbery. They speculate on Swan's possible corruption, given his role as the assistant director of security at the company. Shane Langston's name surfaces, sparking Reacher's suspicion that he might be the mysterious caller who attempted to have them eliminated. Reacher decides they must scrutinize every employee at New Age to uncover the truth.

Meanwhile, Gus Russo is reprimanded by his superior for letting the 110th infiltrate New Age and wreak havoc. As the group engages in a casual conversation about the music playing in the diner, they stumble upon an intriguing revelation. The song "Road to Nowhere" by Talking Heads, which Reacher scoffs at, serves as a cryptic clue. They decode an email exchanged between Swan and Marlo Burns, realizing it refers to a top-secret project called Little Wing, which New Age is developing for the Department of Defense.

Reacher notes that Senator Malcolm Lavoy is a staunch advocate for Little Wing. Dixon makes a striking connection between the corrupt officials at New Age and the legislation promoted by Malcolm regarding Little Wing. She concludes that they must reach out to the senator to get answers. Though O'Donnell fears the senator will be inaccessible, he suggests approaching the legislative director, who is privy to the laws being enacted. Reacher gives O'Donnell the green light to use unconventional methods to uncover the identity of Malcolm's legislative director.

Flashing back to a drug bust where the 110th confiscated a significant quantity of heroin, an unresolved mystery surfaces as one heroin bag goes unaccounted for, raising suspicions that Dixon might have stolen it. Back in the present, Reacher remains steadfast in his belief that Swan is innocent and not involved in the shady affairs at New Age.

A.M. sneaks into Dr. Elzogby's office, steals his identity, and brutally murders him by stabbing him in the neck. The group uncovers vital information about Daniel Boyd, Senator Malcolm Lavoy's legislative director. O'Donnell discovers that Boyd will be attending a symphony in Boston, presenting the team with an opportunity to interrogate him about the Little Wing project. Reacher nonchalantly answers Russo's call, deflecting questions about the New Age incident, and assigns him the task of conducting a background check on all individuals associated with Shane Langston. With that, he informs Russo of his intention to attend the Boston Symphony and promptly hangs up.

Neagley and Dixon arrive at Marlo Burns' residence, but find it deserted, suggesting a hasty departure. They learn of her daughter, Jane, and are perplexed by the sizable bag of cash abandoned, pondering the type of individual who would flee without such a substantial fortune.

Meanwhile, Reacher and O'Donnell assault a drug dealer, seizing his narcotics and firearm, their motives to be revealed later. The team attire themselves in formal attire for the opera, their banter reflecting their unfamiliarity with such attire. At the theater, Dixon cunningly manipulates her seating confusion to gain access to Boyd, who graciously invites her to sit beside him.

Outside, in a nearby diner, Reacher and O'Donnell sift through the data retrieved from Franz's flash drive. Reacher decodes the numbers, realizing they represent a tally of some mysterious commodity. If the ratio is 13 out of 14, it signifies 13 of 14 units of an object have been acquired. He calculates that the number of "missing" units or failed acquisitions totals 650. Recalling Franz's final words to his girlfriend, "650, $100k each," Reacher realizes Franz was referring to 650 items, each worth a hundred thousand dollars.

Dixon and Boyd depart for a car, where she offers him drugs, which he greedily accepts. Suddenly, a knock on the car window interrupts. Oscar Finlay appears, arresting Boyd on drug charges. He then admits Reacher and O'Donnell into an interview room, where they pose as special agents and interrogate Boyd about Little Wing. He resists, but when O'Donnell threatens him with the drug charges, Boyd breaks down. He reveals that Little Wing is a codename for anti-missile software, originally designed to protect commercial aircraft but modified by New Age Technologies to become portable, allowing anyone to become a surface-to-air missile launcher.

Boyd assures them the technology is in safe hands, citing New Age's reputation. Reacher and Finlay part ways, promising to assist each other in the future and maintain contact. Reacher instructs Dixon and Neagley to travel to Denver and investigate New Age Technologies' other office, information provided by Boyd. He and O'Donnell visit Homeland Security, utilizing Reacher's deceased brother Joe's connections to gather details on the Department of Defense's relationship with New Age Technologies.

As the episode draws to a close, the group stops at a diner to change out of their formal attire, but they are abruptly attacked by a biker gang, igniting a violent altercation. The group overpowers the larger gang, and Reacher retrieves a phone from one of the bikers, dialing Shane's number and vowing to confront him. Langston offers concessions to deter Reacher, but he responds with a冷酷威胁, "I want to throw you out of a helicopter."
