The fifth episode of Reacher's second season kicks off with O'Donnell accompanying Reacher back home, determined to inform his wife and children of the need for a safe hideout as they grapple with Shane Langston and his cronies. Meanwhile, Neagley and Dixon, posing as representatives from the Defence Contract Management Agency, infiltrate the Denver branch of New Age Technologies in an undercover investigation into missile shipments. However, they arrive too late to prevent the shipment of all 650 missiles.

A sinister group, disguised as truck drivers, intercepts a New Age truck, executing the driver and informing A.M. of their acquisition of the missiles. In a tense showdown, Neagley and Dixon engage the henchmen in a brutal gunfight, taking down most of them, but one escapes with the shipment. The pair narrowly escapes before the police arrive on the scene.

Elsewhere, Reacher and O'Donnell engage in a discussion with a pair of Homeland Security agents, veterans of Joe Reacher's previous missions. They disclose that A.M. is a wanted fugitive, their attempts to apprehend him having met with little success. Reacher vows that if he gets to A.M. before them, he will eliminate the threat.

A flashback reveals the 110th utilizing heroin confiscated from a drug bust to apprehend a dealer. Neagley, Franz, Orozco, and Sanchez await in a van while Reacher and Swan interrogate the drug dealers. One of the dealers' personal delivery boys recognizes Swan, prompting the 110th to eliminate the criminals. In a selfless act, Swan shields Reacher from a bullet.

Returning to the present, Reacher is summoned by Senator Lavoy's security detail for a private conversation at the Smithsonian National Zoological Park. Lavoy and Boyd chastise Reacher for his pretense as a "special agent" and remind him of his past in Margrave. However, Lavoy seeks Reacher's assistance. He confesses that he approved the Little Wing project for national security reasons and personal gain, but now wishes to make amends after realizing the looming threat of domestic terrorism. Lavoy entrusts the 110th with ensuring that the missiles do not wreak havoc on innocent lives.

A.M. and Langston engage in a deep conversation as they traverse the vast landscape of Indiana, discussing the impending shipment and the vicious attack orchestrated by the 110th. Langston assures A.M. with utmost confidence that the missiles will be fully operational by the time he arrives, having devised another elaborate plan to eliminate the 110th once and for all.

Meanwhile, Reacher, O'Donnell, Neagley, and Dixon gather solemnly at Franz's funeral. Russo's presence, comforting Franz's grieving wife and child, jars Reacher's senses, as he sees no genuine bond between the cop and the deceased's family. Reacher's anger boils over, accusing Russo of being a corrupt cop once again. Russo, however, justifies his presence, claiming he was merely extending a helping hand as he once stood in the shoes of Franz's young son. Furthermore, Russo divulges the results of his background check on New Age's employees, revealing that they are all ex-NYPD cops with a shady past from the 3rd precinct, with the exception of Swan, who Russo insinuates was hired for his military expertise, a valuable asset for the terrorists.

As the funeral draws to a close, two snipers emerge from the shadows, aiming their rifles at the 110th. Neagley, with quick reflexes, takes down one of them, while the other flees the scene. Reacher, determined to bring the shooter to justice, pursues him on foot, but the sniper manages to escape in a vehicle. Russo intervenes, offering Reacher a ride, and the two embark on a high-speed chase. After a thrilling pursuit, they corner the sniper and Reacher interrogates him. The henchman reveals that Swan was the one who hired him to assassinate the 110th. They escort the sniper to the designated drop-off point, where he was to receive his payment. But as soon as he steps into the building, a deafening explosion engulfs the place, leaving nothing but ruins in its wake.
