In the opening of Episode 13 of Taxi Driver Season 3, a flashback unravels as two journalists arrive at Samheung Island, their mission to uncover the truth behind the island's nefarious crimes. Simultaneously, Kim Woo-jung arrives on the island with seed money, seeking Ye-rim's help at Samheung Restaurant to start his phishing business. He casually mentions his connection with Lee Gi-hyeon from the Cambodian prison.

Ye-rim has Woo-jung arrested by Inspector Kim while she conducts a thorough background check on him. Writer Go (the photographer from the temple) calls Gi-hyeon to verify his connection with Woo-jung. Once the connection is confirmed, Woo-jung is taken as a client, while the truck driver, Choi Cheol-woong, disposes of the two journalists he had caught. One of the journalists, Reporter Bong, manages to escape from the raft and survives on the island, hiding from the cybercriminals.
The episode transitions to the present day as Do-gi heads back to the temple. Meanwhile, Sung-chul enlists Go-eun, Jin-eon, and Kyung-koo to follow Cheol-woong and Writer Go, who are taking a boat to the mainland. Sung-chul goes fishing to prepare for the night. At the temple, Do-gi discovers CCTV cameras, passports, and fake phones.
On the boat, Writer Go meets a man called the Monk and asks him to keep an eye out for a "Taxi Driver" who is on the island. The Monk requests Inspector Kim to pick up Sung-chul while he takes care of Do-gi. At the temple, the Monk catches Do-gi snooping through the CCTV footage and has the cop handcuff him. Do-gi claims that he is on the island to start a phishing business, but the Monk waits for Writer Go to return.
In parallel, Go-eun follows Cheol-woong's truck, while Jin-eon follows Writer Go to a couple of rehab centers. Go-eun observes Cheol-woong having packages made and delivered to employees working at these scamming companies. She recognizes the package from her previous experience with Woo-jung. The episode ends with this revelation, leaving the audience eager for more insight into the intricate web of deceit and betrayal that lies ahead.
However, Cheol-woong spots Go-eun and she is swiftly taken hostage. Jin-eon, uncertain of the writer's intentions, continues to follow him but is ultimately caught. Cheol-woong picks up Jin-eon, while Kyung-koo follows Writer Go to an impound lot. At the impound lot, Writer Go retrieves his car and returns to the island.
It transpires that Writer Go visited two rehabilitation centers for alcoholics and drug addicts, as well as the impound lot, to gather data on potential individuals they could scam. He sends this data to Ye-rim, who compiles it for their various scamming companies.
Meanwhile, Kyung-koo boards the ferry to Samheung Island. His worries escalate when he's unable to reach the rest of his team. Soon, Cheol-woong locates Kyung-koo and takes him hostage as well. Writer Go requests that Cheol-woong dispose of Go-eun, Jin-eon, Kyung-koo, and Sung-chul.
Do-gi manages to free himself from his handcuffs when left alone and attempts to contact his team. The four Rainbow Taxi members are placed on rafts and set adrift by Cheol-woong. Writer Go encounters Do-gi leaving the temple and invites him for a meal.
At the restaurant, Writer Go informs Do-gi that their meal will determine the fate of his friends. He enquires about Do-gi's line of work. Do-gi confesses to all the "jobs" he's undertaken as part of Rainbow Taxi's missions over the years.
Ye-rim conducts a background check on Do-gi and discovers his involvement with Lim Bok-ja and others. Flashbacks reveal Do-gi's various roles from the last two seasons as he weaves a tale of his accomplishments over the years.
Ye-rim validates Do-gi's narrative through meticulous verification, which paves the way for Writer Go to trust Do-gi as the ideal candidate to spearhead a new phishing venture as the General Manager. Writer Go then enlists Cheol-woong's help in freeing Go-eun, Jin-eon, Kyung-koo, and Sung-chul.
Outside, Do-gi reunites with his friends, who are discussing the modus operandi of the Samheung scammers. Suddenly, Reporter Bong emerges from his undercover position and introduces himself to the Rainbow Taxi crew. The crew learns that the reporter has been secretly residing on the island for the past six months, amassing evidence against the nefarious crime syndicate.
The reporter divulges how the island has been a haven for cyber-scammers, enabling them to operate numerous phishing websites. Do-gi enlightenes the group about a former prosecutor who's been working alongside the syndicate, aiding them in evading justice. Reporter Bong is shocked to learn that the syndicate was responsible for the unjust demise of his senior, Shin Kyung-soo.
That night, a meeting is convened between The Monk, Cheol-woong, Ye-rim, Inspector Kim, and Writer Go to discuss their upcoming venture. Ye-rim points out that the taxi company has an unblemished record, which prompts Writer Go to proceed with them despite The Monk's reservations.
The next morning, The Monk approaches Do-gi about his interest in the business. Do-gi weaves a tale about Sung-chul securing a $2 million loan from the bank using the Rainbow Taxi company as collateral and enlisting his friends to join him in starting a new phishing venture.
The Monk requests to see the funds, but Do-gi remains unyielding despite being cornered by The Monk. Go-eun calls Do-gi to check on him. Do-gi notices the omnipresent cameras and feigns a conversation with his "girlfriend," inquiring if she has the seed money for their business. Go-eun plays along and claims that she will retrieve the funds from the mainland at Do-gi's request. Writer Go, who overhears this exchange, concludes that Do-gi is still not fully trustworthyal. He asks Do-gi to drive him to the dock to meet another client.
During the ride, Writer Go elucidates to Do-gi about Samheung Island and how he manipulates his clients by promising legal protection. He explains that this tactic benefits both his team and their clients, who are either ex-convicts or individuals with limited resources seeking swift riches. He asserts that this strategy has allowed them to evade punishment for years.
Writer Go then enquires about Do-gi's previous "jobs" and how his endeavors either shut down or resulted in fatalities without Do-gi being harmed. Do-gi puts on an act and claims that he's survived numerous attempts because he was a victim. Writer Go concludes that Do-gi seems like a man possessed and decides to take a chance on him.
He introduces Do-gi to his other client, Lee Gi-hyeon, who has recently been released from prison. Gi-hyeon claims that Woo-jung didn't have any other friends, but Do-gi teases Writer Go by making a joke about Woo-jung. The episode concludes with Do-gi witnessing Cheol-woong mutilate the ears of two young potential clients who accompanied Gi-hyeon.
