Elsewhere, the National Security Council received additional intelligence from the CIA about the shadowy organization behind the illegal gun trade. The International Rifle Union, a prominent player in the black market, is deeply involved in the sale and distribution of firearms. Backed by influential politicians and global corporations, this organization wields considerable power. The individual responsible for overseeing weapons distribution in South Korea is none other than Blue-Brown, alias Moon-baek.
Meanwhile, Moon-baek overhears the nurses relentlessly harassing one of their own, a young woman who had been working nonstop for a week without a break. When she requested to go home to change her clothes, the nurses callously instructed her to wash the ones she was wearing and return to her post immediately.
Later, Moon-baek meets with Reporter Wang and offers him a substantial sum of money to capture footage of individuals using his guns. He intends to exploit these videos, tapping into people's fears and emotions, thereby igniting a desire for gun ownership among every Korean citizen.
Unbeknownst to Moon-baek, Lee Do discovers that the distributed guns contain tracking devices. He takes the device to his military friend, who reveals its capability for wiretapping. However, the device alone cannot intercept conversations; it requires an auxiliary device to function. Lee Do returns to the station and meticulously searches through all the guns for the auxiliary device but only finds the GPS. He then receives a call from Detective Seo, who informs him that another common denominator among the gun owners is that their phones had been hacked.
Lee Do arrives at the NSU for a briefing and learns that whenever the IRU intends to expand into a new territory, they leave bullets as a sign of their intent. In this case, the first victim did not commit suicide but was murdered by Moon-baek. Moon-baek was trafficked as a child by the same individual, and the NSU suspects that he has returned to seek revenge on the country that deserted him.
