Episode 13 of "Wind Breaker" unfolds as Sakura and the fellow Grade Captains, accompanied by their deputies, convene with the formidable four kings of Bofurin and Umemiya. Nirei introduces the quartet with grandeur: Tasuku Tsubakino, leader of the Jikoku Team; Saku Mizuki, at the helm of the Komoku Team; Takumi Momoso, captain of the Zojo Team; and Toma Hiragi, the guiding force behind the Tamon Team. Following Nirei's introductions, Umemiya warmly greets the Grade Captains, expressing his gratitude for their steadfast support and emphasizing his reliance on them to uphold the welfare of their comrades and the community.

As they traverse the bustling streets, Sakura and her companions encounter a sinister group clad in hoods, belonging to the notorious KEEL team, who are on the hunt for someone. In a dim alleyway, they discover their injured classmate, Anzai. Despite their earnest attempts to comfort him, Anzai fabricates a story about his wounds and leaves, donning a fake smile to mask his true condition.

Elsewhere, Anzai reconvenes with his childhood friend, unveiling the involvement of a certain Nagato, seemingly entangled with KEEL. After Anzai departs, Sakura emerges before his friend, having discreetly trailed Anzai. The friend unravels their past, painting a picture of a trio deeply bonded, with Nagato being the gentlest and most reserved among them. Tragedy struck when Anzai apprehended a purse snatcher in the town square, who was revealed to be Nagato, a member of KEEL. Anzai has been struggling to redeem Nagato without drawing Bofurin, the guardians of their town, into his personal turmoil. Overwhelmed with despair, the friend confides in Sakura, who solemnly vows to bring Nagato back from the brink.

Later, in the serene confines of the classroom, Anzai receives a cryptic letter that prompts him to bolt out of his seat, with Sakura swiftly tailing him. In a dramatic turn, Sakura seizes the letter, revealing a haunting image of Nagato being brutalized and a location where Anzai is summoned.

Anzai, at long last, unfolds the entire tale to Sakura about trailing Nagato in the wake of the purse-snatching episode and witnessing his plight as KEEL members bullied him mercilessly for falling short on the money they demanded. When Anzai courageously stepped in, Nagato, tears streaming down his face, confronted him head-on. With difficulty, Anzai narrowly escaped the clutches of the menacing KEEL members.

He recounts how Nagato, despite being a gentle and reserved soul, always exuded a sense of inner strength. The tears in his eyes suggested that something deeply troubling was amiss. Determined to lend her support, Sakura insists on visiting the scene with Anzai, emphasizing their bond as classmates.

At this crucial juncture, the entire class, having eavesdropped on their conversation, decides to join them in solidarity, underscoring their unwavering camaraderie. The collective group heads towards KEEL's haunt, as Kaji and the second-year students notice their junior counterparts making their way out.
