The seventh episode of CIA begins with Bill, Colin, and Maggie searching for suspicious activity during a football match between North Korea and the USA in New York. After North Korea loses the game, the coaches threaten the players, and as they leave the stadium, two players escape when a man pulls a fake bomb hoax just outside the stadium. Colin quickly catches up on the fake bomb, but Maggie and Bill are worried that he's endangering his life. As they talk, a South Korean intelligence officer, Yonn, joins them. Yoon offers to join the investigation, but Maggie asks him to stand back, as his presence will cause an international incident. Colin and Bill talk to the coaches, who remain uncooperative. Thankfully, Colin's translation app picks up that the coaches are worried about the two missing players. Yoon asks to be updated on the case and insists that they must work together. Maggie sends him off and warns Bill to watch Colin's back.

Later, Isobel drops by the CIA office to oversee the mission while Nikki is on one. She informs Bill and Colin that they will be working with Yoon on this. A CIA tech goes through CCTV footage from the stadium and follows the two players, Choi and Lee, getting on a bus. Colin and Bill track down the bus, and Yoon tags along. A quick interrogation and look inside the bus gives them nothing. However, they spot the two North Korean coaches also looking for the girls. They start chasing them down, but Bill is forced to take down Yoon when he draws his gun. Unfortunately, Colin loses the coaches.
Later, Isobel apologizes to one of the state department monitors for Bill's actions against Yoon. Technically, he wasn't supposed to take him down. However, Colin and Isobel defend Bill. While talking about Yoon, Isobel checks on how Colin is dealing with the loss of Toni, and he clams up and gets defensive.
In the interim, Kevin from the counter-terrorism unit arrived to update the team on the North Korean coaches. It was revealed that both Ji-ho and Jun-kang were North Korean spies. Every time they appeared for a game in a new country, something untoward would occur. Unfortunately, they had no knowledge of the next mission for the coaches. All they knew was that the mission was called Cherub. Colin promised to speak with Yoon to see if the South Korean intelligence had any additional information. Bill reminded him to caution Yoon about drawing his gun without a valid reason.
Meanwhile, the tech team tracked down the man who planted the fake bomb. Colin asked Bill to follow up on the latest lead on the suspect while he spoke with Yoon. He brought Yoon to his place, and they reminisced about Toni. Yoon tried to persuade Colin not to feel guilty for Toni's death. Regarding the case, Yoon claimed that they only knew as much as the Americans.
Just then, Colin received a message from Bill that they had found the fake-bomb perpetrator. Yoon and Colin drove to the location to assist SWAT with the arrest. As expected, Bill was not pleased to see Yoon, but Colin intervened. They promptly arrested Josh, and Bill was surprised when a former law school acquaintance, Lauren, showed up. She was currently the assistant US attorney. Colin sensed that there was more to Lauren and Bill, but neither of them said anything.
Bill took charge of Josh's interrogation and got him to reveal that he was helping the two women flee. He had already helped Lee's child, Grace. The plan was to plant the fake bomb, which would trigger an evacuation, allowing him to grab Lee and Choi. Josh revealed that there was a Korean restaurant frequently used by North Korean illegal immigrants as a front.
As Bill conducted the interrogation, Yoon called Colin and dropped a bombshell. Apparently, Josh was lying; he was a North Korean spy. Yoon also said that the girls were not defectors but spies. Bill didn't trust Yoon and believed Josh was telling the truth. The two argued and decided to check out the restaurant Josh mentioned.
On the way to the restaurant, Bill briefed Colin on mission Cherub. Ji-ho and Jun-kang were supposed to find Grace's daughter and bring her back. Her father worked in the military and wanted his child back. At the restaurant, Bill found a hidden infrared ink scanner charging and took it. He waited for Yoon to leave before taking Colin to his house and showing him the infrared ink scanner. He believed that Yoon was compromised, but Colin had a hard time believing his friend would betray him, especially since they both loved Toni.
Bill insists that Yoon has been communicating with the North Korean coaches and sharing the investigation details with them. Despite Colin's denial, they decide to set a trap to catch Yoon in action. Clueless Yoon leads them directly to the North Korean coaches as they try to take down Choi and Lee. Unfortunately, once the truth is revealed, Yoon holds Colin at gunpoint. Bill steps in and saves the day, while the others manage to take down Jun-kang and Ji-ho. Fortunately, they also rescue Choi and Lee and find Grace.
After wrapping up the case, Colin speaks with Yoon to understand how he was recruited as a double agent. Yoon clarifies that it happened during his lowest moment after losing Toni. He wishes that Bill had just killed him, and Colin apologizes for not understanding what led Yoon to turn.
Later, Lauren informs Bill that Choi, Lee, and her daughter were granted asylum. As for Josh, he receives a six-month sentence. She invites him for drinks, but he declines and explains that he is engaged. Obviously, she wishes him well.
With the case closed, Colin invites Bill to his place for the first time. Bill admits that Lauren was an ex, and he is not having second thoughts about his engagement. Colin opens up about Toni, admitting that they were also lovers. He considers her the love of his life and is grateful that Bill never gloated about being right about Yoon.
