Episode 4 of "Law and the City" kicks off with a poignant divorce hearing, where Ju-hyeong is confronted with his estranged lover, Park Su-yeong. As the hearing concludes, Hee-ji, who happens to be at the family court attending to some official matters, catches sight of Ju-hyeong. Although he appears to notice her presence, he averts his gaze and slips away without exchanging a word.
During their lunch break, Ju-hyeong feigns ignorance about encountering Hee-ji at the court, while she can't shake off the feeling that something is amiss with him. Meanwhile, Mun-jeong embarks on a trip to the hospital and subsequently visits a pharmacy to procure allergy medication. While there, she also discreetly adds a pregnancy test kit to her basket.
Elsewhere, Ha Sang-gi meets with a new client, whose wife perished in a drunk driving accident involving her lover, who was behind the wheel at the time, making her the tragic victim. Despite both being deceased, the husband is determined to sue the perpetrator's family for compensation over his wife's demise. Sang-gi clarifies that the lawsuit will target the deceased man's wife and children. During the hearing, the judge urges the lawyers to bring both parties to court for a mediation attempt.
Later, managing partner Seong Yu-deok summons Chang-won for a meeting with the chairman of a prominent company. The chairman seeks Chang-won's presence for an hour each day with his incarcerated son, while legal matters are handled by another individual. Though reluctant, Chang-won agrees to the arrangement.
Turning their attention to a distressing matter, Ju-hyeong and Jung-ho receive Park Su-jeong's written statement, which leveling serious allegations against Jung-ho—accusing him of verbal abuse and even resorting to physical assault at one instance. Jung-ho vehemently protests his innocence, but Ju-hyeong remains unconvinced.
That evening, Hee-ji's father arrives to pick her up from her workplace. As they prepare to leave, her eyes catch sight of Park Su-jeong just arriving at the office. Inside the car, Hee-ji's father expresses curiosity, wondering if she chose to become a lawyer solely for his sake. Hee-ji firmly assures him that this is not the case. Their conversation then reveals a poignant backstory; Hee-ji lost her biological parents twenty-five years ago and was subsequently adopted.
The following day, Hee-ji unexpectedly encounters Ju-hyeong and Su-jeong once more at the family court. Noticing Su-jeong's name on the board outside, a flood of memories returns. During the hearing, Su-jeong fails to present any evidence of abuse, prompting the judge to suggest another attempt at mediation.
Later, Hee-ji delves into the case and is astonished to discover that Ju-hyeong represents Jung-ho. The next morning, she confronts Ju-hyeong, urging him to have declined the case. He responds that his professional ethics do not allow for such selections. However, beneath his composed exterior, Ju-hyeong's distress over the case is evident, evoking flashbacks to his past relationship with Su-jeong. Presently, Ju-hyeong arrives at the hearing to find himself in Su-jeong's company alone. She too urges him to reassign the case, but he counters by suggesting the quickest resolution would be for her to withdraw her claims for assets and alimony. Su-jeong eventually concurs with his advice, leading to the processing of their divorce.
Meanwhile, Chang-won visits a prison to meet with Jang Su-gil, the chairman's son. It transpires that Su-gil's true intention in requesting a female attorney was to facilitate a conversation with a girl. Consequently, he treats Chang-won with disdain.
Elsewhere, the mediation for Ha Sang-gi's case unfolds. The driver's wife bitterly complains about being forced to bear the consequences of her husband's mistake, vowing not to pay any damages voluntarily. After the hearing, her resentment towards Ha Sang-gi, believing him to be privileged and insensitive to her plight, boils over.
With a heart brimming with joy, Jung-ho eagerly anticipates Ju-hyeong's recount of the case's outcome, even going so far as to present him with a gift certificate as a token of appreciation. However, his true intentions come to light when he confesses that selecting Ju-hyeong was a calculated move to stir discomfort within Su-jeong, having gleaned information about him through one of her confidants.
In an abrupt turn, Ju-hyeong reacts with disdain, tearing the gift certificate into shards. Jung-ho, incensed, attempts to physically confront him, only to be swiftly reminded by Ju-hyeong of the omnipresent CCTV cameras, which deter him into retreating. As the confrontation concludes, Ju-hyeong notices Hee-ji standing nearby, an unwitting witness to the entire altercation. Embarrassed, she offers a hesitant apology before hurriedly departing the scene.
Downstairs, Hee-ji encounters Su-jeong, who awaits Ju-hyeong's return. With a heavy heart, Hee-ji informs Su-jeong that Ju-hyeong has already departed for the night, her conscience gnawing at her for potentially overstepping bounds.
Elsewhere, Mun-jeong takes a pregnancy test, the result of which brings a positive surprise, hinting at new beginnings. Meanwhile, Ju-hyeong, on his way back home, receives a text from Hee-ji, followed swiftly by a message from Su-jeong, who inquisitively wonders if he has transitioned from being Jung-ho's legal counsel back to the unassuming Ju-hyeong he once was.
