Intriguingly, Quinn drops a bombshell – Teresa is still breathing. The mysterious "client" they're entangled with harbors a fondness for redheads, making her a tantalizing incentive in their dealings with the Russian mob, who are the eager buyers. Led by a stern man named Taktarov, he brooks no fooling around. He's furious about the delayed shipments and warns Quinn that dire consequences await if he's not prudent.
It transpires that when Quinn relocated his operation back to the East Coast, he sought capital by turning to the Russian mob for a loan. They facilitated his endeavors (abducting Richard and seizing control of Beck’s enterprise) and now, he's in a tight spot. The stakes are high – if the deal falls through, Quinn's life will be extinguished. His survival hinges on pulling off this transaction.
Meanwhile, Duffy keeps a close watch on the proceedings from afar, accompanied by Villy. Upon observing the green dress being brought into the warehouse, she deduces that tracing it back to the dress shop might yield fruitful results. Though she lacks the buyer's name, she possesses a number, which Duffy eagerly accepts. However, it could very well be a burner number, as her attempts to reach the other end are fruitless.
Reacher and Duffy delve into the specifics of the case, emphasizing the need to ascertain the time and date of the impending deal. Much hinges on this, and Teresa's presence is almost a certainty. Duffy shares a tender moment with Reacher, planting a kiss on him, but their intimacy is shattered when Villy arrives. The situation takes a dramatic turn as Richard, whom Reacher accompanied into the town, spots the cop he fatally shot. Trouble is brewing.
With his cover now perilously compromised, Reacher engages in a hurried conversation with Richard as they make their way back to the house, unveiling the intricate web of events that have unfolded. He imparts the details of his mission, the involvement of DEA agents, and his meticulous plan to dismantle Quinn's operation.
Meanwhile, across in Virginia, McCabe orders his men to encircle Officer Powell, the individual who had initially imparted crucial intelligence about Quinn's operation to Reacher. Powell endures brutal interrogation, ultimately succumbing to the pressure and divulging the information about a license plate trace conducted on one of their vehicles. Quinn, incensed upon discovering this betrayal, confronts Beck, who in turn realizes that Reacher is the mole within their ranks.
In Chicago, assassins descend upon Neagley with the intent to eliminate her. She puts up a valiant fight, garnering vital insights into the operation and discovering that she was targeted by someone named Costopoulos. After informing Reacher about the assassination attempt, Neagley subdues her assailant.
Reacher's cover is undeniably shattered, prompting him to bolt from the compound. Though he manages a narrow escape, the relentless fire from the mounted machine gun stationed at the entrance leaves him battered and forces him to flee on foot, the adrenaline propelling him onward.
A fierce shootout erupts in the dense woods, but Reacher swiftly quenches the light, transitioning to a stealthy approach, picking off the guards one after another with precision. Paulie, the sole survivor, retraces his steps back to town, unaware of Reacher's ingenuity.
Meanwhile, Reacher finds refuge in the laundrette, accompanied by its owners, as he waits for the storm to pass. Paulie, returning to Quinn with the news of Reacher's escape, seeks to alleviate his mounting tension through a grim game of Russian Roulette. The atmosphere thickens with suspense until Beck, unable to bear the pressure, caves in and promises Quinn whatever he desires.
Unbeknownst to them, Reacher has rejoined Duffy, who informs him of mysterious calls originating from Port Rome. Realizing the connection to the docks and, specifically, the boat owners, Reacher recalls the number - Harley's. They deduce that this number leads directly to the Sweet Marie, a boat that floats ominously in the middle of the water.
Duffy and Reacher follow the trail, diving into the water and swimming towards the vessel. Its presence, unmoored and abandoned, fills them with suspicion. Their suspicions deepen when they discover evidence of Teresa's presence - she was apparently tied up and drugged. The arrival of Harley ignites a fierce confrontation, culminating in the boat being engulfed in flames.
Under some gentle "persuasion," Harley spills the beans, revealing that he was paid $1,000 a day to keep Teresa captive on the boat. Quinn has since relocated her and rearranged his entire operation, including the timing and location of the gun deal. Harley, however, remains in the dark.
Satisfied with the information extracted, Duffy and Reacher bid Harley farewell, allowing him to sink with his ship as they move onto the next clue. And where does this lead them? To the vibrant city of Los Angeles!
